Quality Assurance

The quality assurance department is central to all other functions of the agency.

It is designed to assist individual program directors and general administrators in ensuring that Westchester Arc runs quality programs and services to those enrolled in its day and/or residential programs.

Quality assurance provides the following services:

Corporate Compliance

The corporate compliance program of the agency operates out of the quality assurance/training and legal departments. The corporate compliance program is designed to ensure that Westchester Arc adheres to the highest ethical standards in the organization and the administration of the services it provides and in the expenditures of funds, both public and private, that it receives. To this end, Westchester Arc has a corporate compliance policy and procedure, and an ethics and conflict of interest policy, yearly completion of conflict of interest statements by senior staff and board members, and a system to encourage the reporting and investigation of violations of state and federal law, as well as agency policy.

HIPAA

Westchester Arc is committed to adhering to the federal Health Insurance Portability and Accountability Act. To that end, the agency has instituted privacy policies to ensure the confidentiality of protected health information of the consumers it serves.

Internal Audits

Quality assurance staff visit all Westchester Arc programs at least once each year. During those visits, the programs are surveyed against Westchester Arc’s policies and procedures, as well as state and federal regulations. The program is then provided with a report of the quality assurance department's findings. The report is designed to assist program staff in providing quality services to persons enrolled and in successfully completing survey requests by both state and federal agencies.

Incident Reviews

The department of quality assurance supervises the investigatory and reporting processes for incidents involving consumers in Westchester Arc programs. The department tracks all incidents and reviews all investigations. Quality assurance staff chair and support two special incident review committees. These committees, which include board members, parents and staff, review all incidents involving Westchester Arc consumers, with the goal of:

  • ensuring that the consumer is in a safe and healthy environment;
  • ensuring that an appropriate investigation was conducted and the cause of any incidents was, if possible, discovered and corrected and,
  • developing policies and procedures to ensure that similar future incidents do not occur.

Members of the quality assurance department also take part in several agency committees that focus on a multitude of different aspects of service provision.  These committees have been involved in items such as direct consumer safety and rights, medical practices and policy and procedure issues.

Members of the quality assurance department also participate in inter-agency committees that address regional and statewide issues in the field.
